Augusto Michelotti (SU): “Non si compia la solita porcata”

The electoral law, with the majority of the premium, gives the governors in turn ensures that a majority governance. And that's fine, we all agree. But the current majority want more, which also claims that one limitation of the above, back in total control of the government, not parliament. In practice, property management dello Stato “deve” essere solo ad appannaggio della maggioranza, perché la minoranza, anche se composta da sammarinesi come la maggioranza, non ha alcun diritto di partecipare alla decisione (prevista dalla legge) di vendere o no alcuni pezzi di territorio che è un bene collettivo e non una merce di scambio o di ballottaggio speculativo-clientelare.
Ma questa maggioranza tira dritto. E siccome non è contenta dei guasti che è già riuscita a fare in così poco tempo, sta lavorando per recuperare quanto di peggio si possa fare per accelerare la caduta nell’abisso.
La legge sulla maggioranza qualificata per poter vendere e/o permutare beni dello Stato non si è generata per caso ma è stata votata in tutta fretta per evitare un referendum che avrebbe sicuramente vinto. Se ora si torna indietro allora si rifà il referendum in automatico, nes pas? Pensiamo che non sia né giusto né corretto avere costretto dei cittadini (ci sembra di ricordare che fu un’iniziativa della benemerita Associazione Micologica Sammarinese) a lavorare per mesi per arrivare al referendum e poi vanificarlo con una legge che comunque, nonostante qualche polemica del momento, svolgeva egregiamente la sua funzione. E adesso con la facilità del fulmine, si riporta la legge da maggioranza qualificata a maggioranza semplice; a questo punto ci domandiamo se sia lecito che ciò avvenga così semplicemente oppure che non ci siano impedimenti di carattere costituzionale, in quanto you go to pass a law that provides for the adjustment of the qualified majority to be approved also deserve a vote of the majority.
